Municipality of Pałecznica from Malopolska Region is one of the winners of the competition for the most innovative EE and RES projects organized within the project "Polish-Norwegian cooperation platform for climate and energy conservation".

Project of the village of Pałecznica pt. "Smart house in the smart village" focues on using Norwegian experience and know-how to implement innovative solution in the national scale, i.e. the system of monitoring media consumption (energy and water), CO2 emissions and their management in the municipal network using GPRS technology. Within the framework of the micro-grant Pałecznica established a partnership with the Norwegian municipality of Hvaler.

The first meeting of partners took place on December 13th, 2016 in the municipality of Hvaler, which is located in the south of Norway, in the Østfold region with Las seat in the city of Skjærhalden. Hvaler is 100% covered by the electricity consumption monitoring system and the main goal of the municipality is now to integrate this system with water consumption monitoring. It is worth noting that Hvaler is the first, pilot Norwegian municipality which implements this kind of investment.

Representatives of Pałecznica during the study visit had the opportunity to learn about the experience of the Norwegian partner in electricity smart metering and to seek advice on the planned investment. Hvaler representatives presented their monitoring system, recycling station, main water and wastewater pumping station. A very important point of the visit was a meeting in the energy company Fredrikstad energi working closely with the Hvaler municipality.
